CRTA's Election Observation Mission has prepared a short guide to the accreditation procedure for the parliamentary elections scheduled for 25 October 2026. It covers the required documents, the rights and obligations of accredited observers, the key deadlines and a simplified checklist. Applications for accreditation close on 14 October 2026.
Elections for the National Assembly are administered by the Republic Electoral Commission (REC) at the national level. The rules are largely the same for both categories of international observers and differ mainly in the authority that receives the application.

Observer categories and where to apply
Category A - Organizations. International or foreign organizations and associations apply to the Republic Electoral Commission.
Category B - Foreign states. Representatives of foreign states apply to the Ministry of Foreign Affairs of Serbia.
Category B - Foreign states. Representatives of foreign states apply to the Ministry of Foreign Affairs of Serbia.

All forms are published by the Republic Electoral Commission at rik.parlament.gov.rs.
CRTA recommends submitting all documents in two hard copies in person: one for the authority, one to be stamped and returned as proof of submission. Applicants are also advised to send an identical electronic copy by email to the REC or the Ministry, as applicable.

Rights and obligations of international observers
Scope of observation
Accreditation grants access to the work of the Republic Electoral Commission, the local electoral commissions, and all polling stations within the specified LEC territory.
Key deadlines
14 October 2026 (at the latest) - Category A submits to the REC; Category B submits to the Ministry of Foreign Affairs.
Before Election Day - the accreditation decision is issued and published on rik.parlament.gov.rs (English).
25 October 2026 - observation continues through voting, vote counting, the determination of polling station results, and the handover of election materials.
Repeat elections - no new application is needed; accreditation carries over. The REC is notified only when a named observer representative changes.
