On 9 October 2026, the Ministry of Public Administration and Local Self-Government adopted the
decision closing the Unified Voter Register for the early parliamentary elections of 25 October. The decision establishes the total number of voters in each local self-government unit and at each polling station.
The register contains 6,450,523 voters, who will vote at 8,392 polling stations. The Republic Electoral Commission has published its
decision on the total number of voters. Of that number, 6,340,081 voters will vote at 8,270 polling stations in the country, 102,147 at 93 polling stations abroad and 8,295 at 29 polling stations in prisons.
The register was closed before the audit of the voter register was completed. The audit was introduced by amendments to the Law on the Unified Voter Register in 2025, in response to a long-standing ODIHR recommendation, and the Commission for the audit of the voter register is due to submit its first report to the National Assembly on 28 October, three days after the elections. CRTA's members of the Commission have assessed that this report will be a set of partial diagnostic findings, not a completed audit, as access to voter data was delayed by some four months and systematic cross-checking against the source registers is still not possible. Furthermore, on 6 October the Commission did not adopt the proposal that it receive the polling-station extracts of the register before the elections. As CRTA's Election Observation Mission
has noted,
the final link between the database and the polling station will therefore not be independently checked before election day.The decision does not include polling stations in six municipalities in Kosovo - Glogovac, Dečani, Đakovica, Kačanik, Suva Reka and Štimlje - where, according to members of the Commission, 248,042 voters are recorded in the register database. These municipalities have not been covered by elections since 2012, and the legal basis for this is not known to the Commission. This is why two total figures appear in public: around 6.45 million voters, as in the decision, and around 6.7 million records in the database.
The register was closed before the audit of the voter register was completed.
The size of polling stations varies considerably. In the country, a polling station serves 767 voters on average, while abroad the average is 1,098. The largest polling station in the register is at the Consulate General in Stuttgart, with 4,047 voters, and 16 of the 93 polling stations abroad have more than 2,000 voters each; CRTA's observation mission has
already found that 2.7 times as many voters registered to vote abroad as in 2023, while the network of polling stations abroad was expanded by 15 per cent. Voters registered in 22 other municipalities in Kosovo, 100,413 in total, will vote at 60 polling stations in Raška, Kuršumlija, Tutin and Vranje, with an average of 1,674 voters each. At the other end of the scale, 110 polling stations have fewer than 50 voters, and the smallest, in Strešak in the City of Vranje, has 17.
Below, CRTA publishes the complete list of polling stations from Annex 1 of the decision. For each polling station, the list shows the address, the number of voters and the streets and house numbers assigned to it. Polling stations can be searched by street and house number, by place or by municipality, and the table shows the number of polling stations and voters in each of the 192 units listed in the decision. The data have been taken from the official decision and processed by CRTA.
