According to the World Justice Project Rule of Law Index 2025, Serbia is ranked 96th out of 143 countries globally, with an overall score of 0.47, placing it in the lower half of countries worldwide assessed for adherence to the rule of law. Compared to the previous year, Serbia’s global position declined by one place, alongside a slight decrease in its overall score, indicating continued stagnation rather than improvement in key rule-of-law dimensions.
At the global level, Serbia’s weakest performance is recorded in areas directly linked to democratic governance and institutional accountability. It ranks 130th globally in constraints on government powers, 106th in regulatory enforcement, 101st in absence of corruption, and 96th in criminal justice, placing it among the lowest-performing countries worldwide in these categories. By contrast, Serbia’s strongest global result is in order and security (59th), while fundamental rights (71st) remains the only area where Serbia ranks within the top half globally. Overall, the Index situates Serbia closer to countries with persistent structural weaknesses in judicial independence, accountability, and checks on executive power than to those demonstrating stable or improving rule-of-law standards.
