The complaints are based on reasonable suspicion that at several polling stations in Zaječar and Kosjerić, during the local elections held on June 8, they jeopardized the integrity of the electoral process. The complaints cover the criminal offenses of abuse of office, unlawful influence on the work of polling boards, violation of voting rights, and falsification of election results.
As a reminder, CRTA’s observation mission previously assessed that election day in Kosjerić was neither free nor fair, while in Zaječar the result does not reflect the will of citizens, since serious forms of irregularities were recorded at 19% of polling stations.
Since observers do not have the right to file objections with election commissions, CRTA filed nine criminal complaints related to polling stations in Zaječar and two complaints related to Kosjerić due to violations of electoral integrity.
CRTA submitted a criminal complaint to the Basic Public Prosecutor’s Office in Zaječar against the president and members of a polling board at one polling station, on suspicion that they individually or jointly committed the criminal offense of falsifying voting results.
At this polling station, it was recorded that a voter who was not listed in the voter register was allowed to vote. In addition, the polling board did not record a discrepancy between the number of ballots and the number of signatures in the voter register extract, which raises reasonable suspicion that an illegal alteration of records in the Unified Voter Register extract occurred.
CRTA also submitted four criminal complaints to the Higher Public Prosecutor’s Office in Niš, Special Department for Combating Corruption, for abuse of office against the presidents of polling boards at four additional polling stations in Zaječar. They are suspected of enabling unlawful actions and thereby contributing to violations of the legality of the electoral process.
Due to unlawful influence on the work of polling boards and interference with the voting process at these polling stations, CRTA also submitted four criminal complaints to the Basic Public Prosecutor’s Office in Zaječar against two representatives of the organization Center for European Values, one representative of the Institute for European Freedoms, and one unidentified person. They are suspected of committing the criminal offense of violation of voting rights, as their conduct directly undermined the integrity of the electoral process.
CRTA also filed two criminal complaints concerning events at one polling station in Kosjerić. These complaints were submitted against the president and members of the polling board on suspicion that they committed the offenses of violation of voting rights and abuse of office.
